The Mohegan Sun casino opens to rival Foxwoods: 2012. The legal gambling age is 21 for casino gaming, and 18 for pari-mutuel wagering. It is 21 and over to gamble at Mohegan Sun and Foxwoods. They are on tribal land but the state of CT made them keep the age 21 and above when they opened. If you are in the Northeast and are 18 and over, I would suggest going to Turning Stone in upstate NY. It is 18 and over to gamble there but they don't serve alcohol.
